Lexis is the most comprehensive resource for finding state and federal laws and regulations. The basic location is:

It is very difficult and tedious to search each state's law or regulations separately to compare provisions.  Generally you can find this kind of research already done in a law review article.  It is standard practice to survey the area before getting into the actual subject of a law review.
